The General Rule: Overtake on the Left

Under Article 11(1) of the RVV 1990, overtaking another moving vehicle must be performed on the left. Passing on the right is an offense subject to a fine exceeding €260.

Under Article 11(2) and Article 13 RVV 1990, you are legally allowed to pass on the right only in these 5 cases:

  1. Vehicles Turning Left: If a vehicle ahead has clearly indicated intention to turn left and has positioned to the center of the roadway, you may pass them on their right.
  2. On and Immediately Before Roundabouts: Multi-lane roundabouts allow passing on the right.
  3. Traffic Congestion / Jams (File): In queuing traffic where lanes move at differing speeds, vehicles in the right lane may pass vehicles in the left lane without changing lanes.
  4. To the Right of Block Markings (Blokmarkering): On acceleration lanes, deceleration lanes, and weaving sections, traffic to the right of wide block markings may pass traffic on the left.
  5. Trams: Trams may be overtaken on the right (unless road width forces left passing).

Absolute Overtaking Bans

  • Zebra Crossings: Overtaking another vehicle that is slowing down or stopped directly before a pedestrian zebra crossing is strictly forbidden.
  • Near Hill Crests and Blind Curves: Passing is prohibited when view is obstructed.
