The 5-Level Priority Hierarchy

When different rules and signs meet at an intersection, apply this strict statutory order:

  1. Priority Vehicles (Voorrangsvoertuigen): Emergency vehicles (police, ambulance, fire service) using BOTH blue flashing lights and two-tone sirens have priority over all traffic.
  2. Authorized Persons (Aanwijzingen): Police officers, military police, and certified traffic marshals. Their arm/hand signals override traffic lights, signs, and general rules.
  3. Traffic Lights (Verkeerslichten): Operating colored traffic lights override priority signs and road markings.
  4. Traffic Signs & Markings (Verkeerstekens): Priority signs (B1 yellow diamond, B6 give-way triangle, B7 STOP sign) and shark teeth markings on the road.
  5. General Priority Rules (Verkeersregels): Traffic from the right, straight on same road, and short turn before long turn.

Key Priority Signs (Series B)

  • Sign B1 (Yellow Diamond): Priority road (Voorrangsweg). You have priority at intersections until canceled by Sign B2.
  • Sign B6 (Inverted Triangle): Give way to drivers on the cross road.
  • Sign B7 (Octagon STOP): Mandatory physical stop at the stop line, even if no other vehicle is in sight.

Essential Statutory Rules (RVV 1990)

  • 1. Priority vehicles with flashing blue lights and sirens (Article 29).
  • 2. Police and Authorized Traffic Marshals giving signals (Article 63 overrides all below).
  • 3. Traffic Lights in operation (Article 64 overrides signs and road markings).
  • 4. Priority Signs (B1–B7) and shark teeth markings (Article 62).
  • 5. General Priority Rules (traffic from the right, straight on same road).
CBR Exam Insight & Common Pitfall

If a traffic light is green but an officer signals you to stop, you MUST obey the officer. Hand signals trump all.
