Special Manoeuvres & Article 54 RVV
What is a Special Maneuver (Bijzondere Manoeuvre)?
Under Article 54 RVV 1990, the following actions are statutory special maneuvers:
- Pulling out from a parking space or shoulder (Wegrijden)
- Reversing (Achteruitrijden)
- Turning around (Keren - 3-point turn or U-turn)
- Entering or leaving a driveway / property (Inrijden of verlaten van een inrit/uitrit)
- Crossing a continuous raised pavement / exit construction (Uitritconstructie)
- Changing lanes (Wisselen van rijstrook)
- Joining from an acceleration lane or leaving via a deceleration lane (Invoegen en uitrijden)
The Absolute Golden Rule
When carrying out ANY special maneuver, you must give way to ALL other traffic (al het verkeer).
- This means pedestrians, cyclists, children, and vehicles all have right of way over you!
- If two drivers both perform a special maneuver at the same time (e.g. both reversing out of parking bays), neither has right-of-way; they must resolve it by mutual courtesy.
Essential Statutory Rules (RVV 1990)
- Special maneuvers include: pulling away from a stop/parking space, reversing, turning around (keren), entering a driveway/exit, and changing lanes.
- Drivers performing a special maneuver must yield to ALL other traffic (bestuurders AND voetgangers).
- Exit constructions (uitritconstructie) have continuous raised curbs/pavements: leaving an exit construction is a special maneuver.
- Always signal direction before starting and finishing a special maneuver.
During any special maneuver, you must yield to ALL other traffic, including crossing pedestrians and cyclists!
